The HP Spectre x360 13 is a generally good 2-in-1 laptop with a unique design aesthetic, good keyboard and solid performance, but at this price point, you should definitely shop around.
HP's new Spectre x360 13 has shrunken down bezels, putting it in a much smaller footprint, but it also packs Intel Ice Lake processors, a 4K OLED display, and that same stunning design.
The gen-to-gen updates over 10th gen Ice Lake are massive in terms of graphics performance, but everything else remains essentially unchanged. If you're not doing any gaming or picture editing, then last year's model will be more than enough.
